(Helsinki).- Skin gambling, where players bet in-game cosmetic items instead of money, has steadily gained traction among Finnish teens and young adults. This trend sees users wagering virtual "skins" on eSports competitions or chance-based games linked to titles such as CS:GO and CS2.

Finland’s laws currently treat these items as part of lottery-like schemes rather than regulated gambling, meaning they evade traditional gambling restrictions and can be marketed to younger users .
Alongside skin gambling, traditional esports betting is also rising sharply. Whether placing fixed-odds bets on CS:GO, Dota 2, or League of Legends, Finnish bettors are engaging in both pre-match and live wagering. With esports events gaining mainstream attention, the betting ecosystem is expanding rapidly in Finland.
Regulatory Lag Sparks Concern
Despite the boom, regulation is lagging:
- Finnish law allows skin gambling to fall outside the scope of regulated gambling, classifying it as lotteries.
- The current state-owned monopoly, Veikkaus, focuses on formal gambling offerings—and is preparing to transition to a licensed system only by 2027.

Behavioral psychologists echo concerns that boundary-blurring between gaming and gambling fosters early addiction risks. Finland’s regulatory overhaul emphasizes protecting minors and vulnerable groups, but may need further expansion to cover these emerging formats.
Policy updates may include skin-gambling regulation or tighter lottery classification.

Industry adaptation: As licensed operators enter, skin and esports betting platforms may either seek formal licenses or push the underground route.
Finland’s gaming sector is undergoing rapid transformation—from state monopoly to a licensed, multi-operator landscape. Yet the intersection of skin gambling and esports betting remains a frontier, rife with legal ambiguities and potential risks.
